Plymouth's weighting for plot bids

I’ve had a lot of people asking for details of our weighting systems so here it is:

bid x 1.3 if lived within 1km of the site or in the same Ward for at least 3 years
bid x 1.2 if lived in Plymouth for at least 3 years
bid x 1.1 if been on our register for over 3 months

These weightings are used for plots on which we invite bids and are taking the highest weighted bid. We have yet to come up with a plan for selling affordable plots.
